It's not just Ford, I found BS service from Chevy also. I bought an 88 Beretta GT in what else but 88 and then for the next month and a half every Sat. it was in sevice for them to find a low speed miss. They tested this and that, put it on thier test equipment with an up link to GM in Detroit all to no avail. I told the service boss that it felt like a vaccume leak but was told that thier equipment would tell them if that were the case. Finally I spent a Saturday in the drive tracing out the vaccume system and guess what found a bad line going to the reserve can under the battery.(fixed it with an old line off my Fairmont) and the car ran great. Took the line back to the service boss, tossed it on his desk and said there is the vaccume leak your GM certified techs said did not exist. He just shrugged his shoulders and gave me that always customer friendly FU look.
