Looks like F35 in the CJB is the park-/turn lamps in the right front, and right rear.
Fuses are always going to have power..
There are commonly relays between the battery (source voltage) and the fuse itself. The relay may not be on until you trigger it (turn lights on, etc, etc)
Just because fuses have no power doesn't mean there is a potential problem on that line.
Let me look in to the ignition locking, etc..
