They did not let phonemes or anything else stop them, They payed thier taxes, got drivers licences and learned the lanuage so that they would fit in.
Show me one hispanic that lies about language or anything else to get out of work and ill show you one more american, or korean, or german that does the same thing, its a universal thing that really doesnt apply here. Immigrants dont want signs per se, but if you want to compare to the old days of your forefathers, what kind of signs were there? Ye olde bank, tavern, store, etc, you didnt have to be a scientist to figure out what they meant just by looking at them.
There are many places that teach english like high schools, community colleges and centers, but to go to those places some time investment is needed, most cant furnish it.
Also, who says that immigrants now-a-days dont go through the same thing your "forefathers" went through? Immigrants arent letting the language barrier stop them, or phonemes or anything b/c they work, just like mentioned before in the high rise building, meat packing plants, etc. Whose to say that immigrants dont pay taxes, dont try to get licenses (which the government is making harder to do) or try to learn the unofficial language?
