People think that learning to speak another language, especially adults learning, is easy while its not. Learning a new language takes time, money and more time and money. People that come new to this country usually dont have much of either, if at all so they must focus on work and not learn so they may feed their kids and pay the rent. Especially if their work is cleaning a high-rise building with non stop work.
Also, i doubt any foreigner that comes here is expecting for Americans to change their ways, only to aid and add to these ways, as in having forms in english and spanish and german and gibberish, we arent telling anyone to stop speaking english or the such.
