With my first house I had similar experiences with the "crazy old neighbor lady" across the street. She had a clear view down my driveway and into my garage. She would call the police for any pretext - just me being outside at night was justification. Having the sheriff randomly visit my house for "noise complaints" was just part of the summer routine (2 or 3 or more times a month).
At one point I hung a pulley system with a big tarp curtain across the driveway to block her view. It was making me crazy to have this vicious and nasty old woman constantly watching everything I did. Took the fun right out of home ownership. I eventually put up a big wooden privacy fence and swinging gate - but just on the side of the yard she had a view of.
The harassment never ended until she finally died. I'd long before gotten to the point of actually hating the old woman, so when the ambulance took her away I felt no pity at all, only a sense of relief.
