I used to have similar problems with a lady that lived across the street from me. I've been turned in for illegally running a business from my home when I was 15 (I was scrapping some old mowers for the aluminum at the time), my dad got turned in for debris in the yard, etc, etc. The best revenge we ever came up with, but didn't follow through on was to take soil sterilizer and spell out something nasty on her lawn with it. Basically think of what roundup does to the Nth degree. You pretty much have to resod the yard wherever that stuff is laid down. Maybe she'd get it if you spell out "Go get F'ed" in her front yard.
