yes if you are getting a paint job for $650 than it is going to be a VERY low quality job.....sure it will look ok after it is first done,but i GUARANTEE that it will not look good long...within a year or probably less it will orange peel...than eventually start peeling and fading.....there is a reason that the cost is so low,because you are getting poor quality work...
it doesn't matter what some of the paint jobs you saw looked after they were just done...look at them again in 6 mos. or a year and you likely won't be so impressed...
a REAL paint job is going to cost you about $2k or more....but why skimp now and settle for a halfassed job and regret it later....save up a little more and get a real paint job that will last a long time.....unless your planning on selling it in a few months....
and all this machine sand mumbo jumbo means nothing.....the car does not have to be sanded all the way to bare metal for a good paint job....actually dulled down factory paint is perfect to prime and paint over....and for quality prep work they will NOT be able to get everything smooth without hand sanding it.....
