If you need to pass either visual or "sniffer" emmisions tests, then you need a cat.
If you don't have emissions tests or the state/county you live in just plugs into the OBD2 port to check readings, then you don't need a cat, just a MIL eliminator.
Having no cat will increase the noise made by he exhaust.
