Go to the link, it explains it. Basically its about how the US is contracting out work, but not just for construction work and civilian work but also security forces are now being used. This program states that this is partly due to the low enlistment levels in the military. I wish I was in the US now because I want to see this. To me this seems so strange, I had no idea we hired mercenaries until last year, well atleast not at the level we are now.
