IIRC, there was a tire failure on a Toyota running the Michelin tire during qualifying. They inspected the tire and found some sort of defect and the other teams became worried. It was suspected by Michelin that the tires couldn't handle the rough surfaces and the g-loads of the Indy track.
Michelin proposed that the FIA install a chicane before the fron straight to slow the cars down. The FIA refused and didn't compromise with Michelin. The cars ran the parade lap and then the cars running Michelin tires returned to the pits. This took out 14 out of 20 cars in the field and left Ferrari, Minardi, and Jordan out on the track running Bridgestones.
