Holy cow!
You got totally hosed for them to replace what is essentially a plastic grommet, check your tires and look at your brakes.
There is absolutely no way it took them 3 hours to replace that grommet, it took me 10 minutes! Unless they charged you diagnostic time. It's a legit repair for that complaint, but I think 3 hours of labor for that is pretty high. Plus $20 in shop charges? I think that is a little excessive also. I know that a lot of stealerships charge a fixed percentage for shop towels, brake clean, etc. But this repair required very little of that.
If this was my car, I would despute this bill. I would make them justify it to you.
