when would be the most ideal time of the year/day to go to the track to get the best runs in?

The Winter. Other than that during the day in the early spring or late fall. Any time the temp is cool, the humidity is low, and the BP is sky high.

its been a long time sinse we learned this in school, but typically if the BP gets higher doesnt that mean rain is a-comin?

Opposite.
As BP lowers, a low pressure system comes in, bringing moisture. High pressure keeps moisture out.

I think the best time and place would be northern MN in Jan. 30-60 below...is that cold enough air for you people?

Too cold actually. Once the temperatures drop below around 40 degrees the combustion efficiency starts to drop.

Plus you'd never get traction. Even Hoosiers would be rocks.
I'd prefer:
45-50 deg F dry as possible hot hot sun to warm the track and tires up light breeze the keep the air above the track cool
That should give traction and power in the best combination.
Although I don't drag, anyway. I actually like the rain for autocross, so my Fuzions can show the Azenis up!
