Jetwash would only be a factor if the engine thrust was level with or vectoring down to the surface. I don't believe that the aircraft was that low or could have been at that attitude at any point where there would have been traffic to blow around. And from what I'm remembering of how the plane approached the Pentagon, it wasn't really "following" I-395 so much as using it as a line-up point for the end run. And 395 doesn't run that close to the Pentagon, either...I bet they're separated by a solid quarter-mile.
