If you do some research on Speed Camera's and their true 'safety' you will find plenty of little articles about how statistics are skewed for changes in speed limits.
One example is ...
on average a road has 100 accidents per year and 10 fatalities
speed limits decreased from 60mph to 40mph in say 1999
in 1997 there were 200 accidents ... this would be an abnormally high figure, average is 100 remember
in 1998 the fatalies increased to 35 (say a bus crashed)
in 2000 the road was closed for 3 months for resurfacing and replacing vandalised speed cameras so accidents dropped to 50 and no fatalities
in this example the 'anti-speed' grandma lobby will say something like.
When the speed limit was dropped from 60 to 40 in 1999 collisions reduced from 200 in 1997 to 50 in 2000. Fatalities were reduced from 35 per year in 1998 to none in 2000! ....blah blah blah
In other words ... statistics used out of context are BS
