Speed limit has nothing to do w/ anything. It is exaclty what it is: a limit on speed. Therefore, you shouldn't exceed the speed posted. The actual speed you drive is up to the descretion of the driver. It depends on conditions... 65mph only if there is light traffic, good weather, dry pavement, and during the afternoon on a clear day. But the problem is, people are sheep, and will drive the same speed as everyone else. Every time you are on an interstate, you see people driving 85 in heavy rain at night. Cops choose to pull over people only for higher speeds, since a 3 mph over ticket will get dimissied in court, and is a waste of everyone's time.
The answer to everything, instead of lowering or raising speed limits, is to teach people how to drive right for condtitons. DMV does a crappy job, as mentioned above... things like high speed emergencies, tire blowouts, and gaining control on a slippery road should be taught instead of parrael parking and 3 point turns.
