uh... ok. what institution would that be? 
let me spell it out for you: 1. fatality increase is related to the increased traffic, not speed limit 2. authorities have no incentive to enforce the speedlimit because it will reduce the throughput (in busy areas in NJ I'm guessing about 30%), and actually increase the number of accidents. it is next to impossible to enforce it anyway. 3. current speed enforcement is based on the "let's catch one and make him an example" principle, which is entirely unfair. 4. it is also understood that once you are singled out from the pack and pulled over, it's a discretion of the officer how to punish you. that's not called law enforcement. 5. oh and BTW, current speed limit is based on the characteristics of cars built in 50's assuming adverse conditions such as wet pavement.
so w/ all this being clear as day, we have a quote coming from Insurance Institute for Highway Safety suggesting that the key to solving all our problems is stricter enforcement of the speeding. and yes, they fudged the numbers to make it look like they actually make sense.
