The are good grades of interior paint at autobody supply shops...you have to use flex agent on any kind of plastic. This is the best paint to use, but it is still prone to scratching & chipping easily.

The panels you are painting must be thoroughly cleaned (I can't stress this enough)... any armor-all residue can really screw up a decent paint job

the plastic stuff is pretty easy. like svzetec said though be sure it is clean. and i have found that it helps to give the pieces a slight brush down with some fine grit paper before also. as far as the paint goes, i have had no problems whatsoever using the duplicolor paint and clear. that is if you are looking to use rattle cans and not a gun setup. there are some pics on here of mine when it was partially done if you want to look.

depending on the color you want you should try krylon fusion paint for plastic...if you get a glossy color you won't need a clear...i just painted my trim with nickel shimmer its a great silver/gray color....i also sanded mine down a bit and used a coat of primer, and they turned out great....that fusion paint really hardens up and bonds to the plastic after a few days

I used blue Krylon Fusion on both of my front door panels and after a good 4 hours its still tacky on the vinyl

It's probably just the humidity
Maybe some clearcoat might make it harder ...
