I've recently pulled and re-installed the engine (did not get inside the engine though) and relocated my battery. Yeasterday before work I turned the key and it won't start. The very first thing I noticed was that the fuel pump did not come on in the KOEO position. I checked my fuses and found F9 to be blown. Replacing it has done nothing. I've got all lights, radio, door chime, even a/c with KOEO. Just don't have fuel pump. With KOEO, I unplugged the fuel pump and used my digital multimeter to find that I've got 8 volts running to the plug on top the fuel pump. However, I don't really know how to interpret this. I tried referencing my Haynes manual and AllData and can't find anything.

Can anyone tell what's going on with the above info or tell me what I should check next? I'd really like to get on the road again.

Oh yeah, I've also checked the fuel cutoff switch.

Make, model, and year would help. The voltage readings would be different with a return fuel system vs a returnless system.

Hi Jim,

Please check my post "Possible Wiring Harness Issue" here in the Troubleshooting forum (I'd link to it but don't know how). I think I've discovered it to be more than just a bad fuel pump. Your thoughts are appreciated.
