The dictator, I mean Governor of New Mexico, Bill Richardson proposed this as an actual law in the state of NM before it was wisely put to rest. All he seems to be good for is looking pretty in public service commercials and wasting taxpayer money trying to dig up evidence to reopen the billy the kid case. Is it election time yet?
