i dont know about MN, but in NJ tint and banners are illegal, well, the banner cant take up more than 20% of your windshield, or below the tint marks on the side of the glass.
But in NJ, tint and banners are a secondary offence, and you cannot be pulled over for either one. But they canpull you over for something else, then ticket you for the tint and banner.
