Negative.
It ALLOWS your car to RUN with that much timing, and at that compression ratio WITHOUT detonation. The engine will make what the engineers designed for it to make (taking in to account the octane needed to run at said compression.. )
Using less will DEGRADE power, because the PCM will cut timing, etc, to protect itself from detonation. However the same is not (at least to my knowledge) true in the opposite respect. Adding octane to a car with NOTHING to require said levels will not increase power at all. Add octane to a car that's had work done to it to REQUIRE that octane, and it will ALLOW the engine to run (with said work done) without hassle or trouble.
However: my point still stands.. OCTANE does not implicitly add power. (On stock cars it does nothing, unless the engine was designed to use it.. On modified cars it merely ALLOWS the engine to operate in that temperature range without detonation, therefore the engine WILL make more than its stock amount of power, but not because of the octane. Simply because of the work done to the engine itself.)
