I'm not sure that has been argued. If he wasn't having sex with every unattractive female with a pulse (except for his wife), he may have been able to realize that people wanted to destroy America (among other things he should have done while president).
Clinton wasn't distracted by Monica giving blowjobs; he was distracted by the Republican witch hunt that followed. Monica would have had lockjaw if she was giving him so many BJs that it distracted him from his job.
