That looks like the correct place to cut. Just make sure you cut until you see white powdery stuff. That is the glue that holds the lens in place. After that, pry off the black plastic with a slot screwdriver all the way around. The next part is HARD, you need to SLOWLY pry off the lens all the way around. Don't rush it because you can end up with a split lens. Also, make sure the lens isn't cool, or cold. That can cause the lens to snap, also.
Good luck!

Wet sand them first. I've done headlights for a SVT and an Accord. Both came out beautiful.

That's exactly where I cut mine. I've notices that others said they cut right where the clear and black meet. I do NOT recommend that. Yes it'll work, cause obviously it did for them. However, if you cut where you have marded, it'll make sealing them so much easier. The clear plasit is sandwiched by the black, so if you cut where you have indicated, you can remove the top piece of the "sandwich", then cut the clear (if needed) and break the seal from the clear and the bottom piece of plastic. When it comes time to re-seal, just glue ontop the glue, then silicone. Since you'll have removed the top piece of plasitic there will be an obvious void that needs filled, and you're done. If you need more clarification, do not hesitate to PM me.

I think I am going to go a little different route than what I have read most have. Most people just us black RTV to seal them, but I am gonna try to lay a small bead of the black RTV on the edge of each section. Let them dry and butt them together. Then use tie large tie wraps to secure the two sides. Finally, after the black RTV has set, I am going to go over the cut section and fill in with clear flowable silicone. This should seal up any tiny areas that do not seal.
It all sounds good in theory, so let's see if it works.
Thanks for all the input guys. I will be sure to take plenty of pics while I am doing this.

These were my instructions I posted quite a while back, it looks like the line you drew was right about where I cut:
I used the cut-off wheel & cut about a 1/4" strip from where the lense overlaps the black housing...in turn, peeling the cut edge of the lense as I went along, then cutting through the rest of the housing, prying (carefully)until they became separated. I removed the top rubber strip by dremeling the plastic welds before cutting.
Sooo...when I put the housings back together I had a nice channel to glue. I taped them w/ 2 pcs of tape & used JB Weld (I did one side & let it dry overnight, then flipped them over & did the other side...of course touching-up the tape spots too). I put the two parts of the JB Weld into a baggy (cut-off a good sized corner...like a piping bag (see your mom if you need help w/ this step )) I then squished both parts together until mixed, squeezed the mix into the corner of the bag & cut-off a very small bit of the tip. This allowed me to "pipe" the mixture into the channel between the two halves & it flowed very nicely. I am still going to smooth a little silicone over the welds, although they look too pretty to cover up .

I bought some two part clear epoxy from Auto Zone and glued spots every 2-3 inches, and used clamping belts (normally used for wood projects) to secure things tightly together. Then ran a beed of black silicone around the cut area, and done. Not a problem yet. Even through that terrible storm here in OH this past fri.
