I don't really agree with it, but I see why they are doing it. Pitbulls and some other breeds have a predisposition to be more agressive than others, when you combine this with someone being a moron and making these dogs agressive, problems arise. A good friend of mine has two pit bull/mastiff mix pups(well they aren't really pups anymore) and they are great dogs, much better behaved than his lab. He did make a special effort when training them and did a lot of research on the subject.
I am all for licensing dogs/owners (cats too but not for violence reasons). In the hands of the wrong person a dog can become a major problem. People have to have licenses to drive cars, buy a gun, heck you even need building permits to put an addition on your house (in most places).
My mother is part of a lab rescue program that takes labs in that have been abused, abondoned etc. When they look at canidates for a permament home for these dogs the applicants are screened thoroughly. These people love dogs, and the breed, in the end isn't that what it is about?
