This is a common problem. Ford has a solution for it. Go to Ford Parts and tell them whats going on, They'll sell you this piece of plastic that spans the two top holes (or bottom for that matter). I forget exactly how it works, I am assuming adhesive and using the empty holes for support but I could be wrong.
