I know what you are talking about.
I've never done it.. but I know it would work. Get a small drill bit and make the hole a tad bigger so it can accept a push in license plate holder (y'know, those white plastic things). I know that the license plate screw holes are basically just holes you put the screw in.. so, just make the hole a bit larger and use the regular license plate anchors that 97% or all other vehicles use.
