I received this response from the "Auto Club Of America" Sir,
"I certainly understand your frustration. My husband is a mechanic who worked at several FORD dealerships. He didn�t like their policy on this particular subject so he now works in a privately owned auto repair shop and works on any car that comes in."

So your warranty on the harness is indeed expired.
And, yes, any dealer (Ford dealer or any other dealer) has the right to refuse service, whether warranty or otherwise. It's a federal law. It was a trade-off when the government allowed us the right to service and modify our own vehicles.
If this was indeed warranty service, Ford would have a Regional manager attempt to find a dealership willing to do the work for you since the law states that the Manufacturer (unlike the dealer) has no right to refuse warranty service as long as you didn't void it somehow. Since it's not warranty service because your warranty is expired, even Ford itself doesn't have to do anything to help you and very likely will not. While there is a special program to 'extend' warranties for special purposes (like problems that occur very shortly after warranty expiration) for Goodwill purposes, it's highly unlikely they'd extend that offer to a 10-year warranty (it's not like it crept up on your) of a part that costs a LOT of money to replace.

yes, they can refuse to repair the harness...the age of your car is all they need......as i've said before i took my car to two separate dealers at 89k and 96k miles...i was told both times that the cracked wiring underhood was not covered, although i knew it was...a few months ago my car was towed to a engine shop and then an electrical shop which determined that my harness was the cause of the problems...when i talked to ford in dearborn they basically said that it wasn't covered because i was now over 100k miles...when told that i had tried to get it repaired twice before and was refused their only suggestion was to go back to one of the dealers and see if they would agree to fix it or pay part of the repairs (fat chance of that happening)...a 'note' was supposed to be sent from dearborn to the local service manager alerting him of my issues but when i called a couple days or more in a row, they had no such notice from headquarters and i was stuck with the bill...
ford doesn't care about its customers, and especially these old ass dying contours...

You can't expect to get gold treatment this late. Go get any other brand 10+ year old car and try to get free service.

Reading stuff like this make me ever more thankful that McRee Ford in Dickinson, TX is our dealer. We had the wiring harness on our '93 Escort wagon done some years ago, not a warranty issue, and not cheap, and we got a free loaner car for the time of repairs not because we bought that car from them but because we bought a car from them, the Contour. They have since gotten more strict on that loaner the car, you have to have bought the car going into service from them to get a loaner. No problem there as they are our Ford dealer, just minutes from our house, free loaner cars, and a great service dept.
They were also very helpful with a water leak in the interior on the passenger side floor in our '02 Tuarus wagon. We were just past the bumper-to-bumper and I had the info about the TSB concerning that problem, brought that to them, and they repaired it with the Warranty Assistance Program. It cost us $50 for what our service writer told us would have been more than $800.

So should Cegers keep their early 95 with the wire harness issue looming in the back ground (2500 to fix)? I really wanted to put new suspension components on my car this June. Now I am thinking maybe I should just drive the tour to the ground performing only the necessary maintenance items. This morning the car is at an AAA shop having its throttle body, egr and iac cleaned along with a checking of dry rotting hoses.

considering that you are thinking about new suspension for more than a year from what I can remember, I say keep thinking about it, there is no harm in that.

my dad had an old Pontiac 6000, that the Pontiac dealership would refuse to work on. I'm not talking about warranty stuff, I'm just talking about repairs and service that he didn't have the tools or knowledge to do himself. But it was an old car with a crapload of miles (202,000 on that 3.1L pushrod when if finally gave up), and they didn't want to waste their time on it, i guess.
They can proabably make more money on easier repairs (stuff that the computer tells them what to do) on newer cars whos owners don't know a thing, instead of actually having to get into it and "jump 'a' to 'b'" or get their hands dirty to figure out the problem.
I like small local mechanics. Guys that have been doing it for years, you know?
