2005-1995 = 10 years, and I bet that if they OASIS'd the car, they probably found a build date that exceeded 10 years from the date you brought it in, so that's all the justification they need to decline the warranty coverage since it expires after 10 years or 100K miles. You might be able to work out a pro-rated discount if you're very convincing and they're very generous, though.

Actually I think that the 99m03 was performed a while back with the determination that nothing be replaced but now I think from what I see under the engine area, dry rotting wires (maybe not related to the pcm) and hoses that there may be reason to replace the harness.

Regarding dates:
It isn't 10 years from the car's date of manufacture, it's 10 years from the car's warranty start date. Read it for yourself (from http://www.contour.org/FAQ/recall/99M03):
This program provides extended coverage on certain under hood wire harnesses through 10 years or 100,000 miles which ever occurs first, from the original warranty start date.
This is an issue for me: My '95 GL Duratec only has 68K miles on it - many of them wintertime miles, so my underhood temperatures haven't been as extreme as some have seen (I prefer my '86 Mustang in the summer). I plan to have it inspected for wire harness issues close to the "10 years from original warranty start date". My car was purchased as a leftover '95 after the '96 models were already out, so I still have some time left - provided the dealership isn't a pain (I plan to take it back to the same dealership that sold it to me).

I work at a dealership and we can decline service to whomever. We do it to some customers who are basically a "pain in the ass" and complain all the time about everything so its less on us. Granted we might get a bad survey from them but its better than multiple ones because we have some that are just never satisfied. Not only that but if they are understaffed and don't have someone who can take a whole day looking at the car they can decline too unfortunately.

Good point...and it could be one that the dealership missed or tried to bluster over.
The first time I took my '95 in for 99M03, I didn't really know anything about the details and they insisted that if there wasn't anything malfunctioning, they couldn't perform any repairs, so I left with my tail between my legs. The second time I went in, I went with the entire recall, photos and all, printed off and I had already identified five visual problem areas, plus the A/C system was cycling. That time, when they started in with the bluster, I popped the hood, pulled out the recall, and basically slam-dunked the entire visual inspection on them. And then seven weeks later when the work was FINALLY finished, the service writer was trying to hit me with charges for different materials and labor that was all covered under the warranty, and again, I pulled out the 60-some pages and shoved back.
The point is, 1. I rock , and 2. in-depth knowledge of 99M03 is damn near critical for dealing with stealerships if you're trying to get this work done.

Well I just confirmed from a different ford dealer that ford can refuse to service older vehicles.
"Each dealer has it owns rules for servicing older vehicles. They can refuse service on any vehicle. As for the recall, if you had the vehicle in before the 100K mark, they should have repaired it."

Only if it is less than 10 years from the in service date for that "recall".
