I don't think there's a legal way for ppl like him. I mean the company offering him a job has to formally apply for the work visa on his behalf, which is a long and costly burocratic process. No one will spend $2000 for the right to employ a tomato picker for 3 yrs.
That's the reason the gov't is pushing for the "temporary workers" visa program. These ppl just don't fit into the current legal framework for immigration.
