Yeap. It's often just a little spot on the side of the road, but some towns even go as far as to build a covered area or even a building for them to protect them from the elements.
Same way up here in the DC area. I can think of two places off the top of my head where I can get "day laborers" just about anytime I want. Heck, all you have to do is learn enough Spanish to say "three workers, $40 each" and you're off to the races.
And if you're really serious about tracking, needle-punch each one that gets picked up with a RFID tracker chip so the INS guys can electronically scan 'em out of a crowd.
