that makes no sense. whatsoever. it's legal for you to carry a weapon but not own it? 
according to that link you gave, there's nothing about having to be 21 to own a handgun.
Indiana you can carry at 18. The idea is that you cannot purchase a gun for yourself until 21, however "you can carry your father's gun." ie- if someone gives you a gun, you can carry it at 18, but then the implication is that that person will be implicitly responsible for what you do with it.
My father, a part time police officer with a large collection of guns, passed away a month before my 18th birthday. I then applied for my concealed carry permit so that I could possess and carry his guns without worrying about in-depth restrictions.
