according to that link you gave, there's nothing about having to be 21 to own a handgun.




i could be wrong but i think its like a federal law saying you have to be 21 to purchase a hand gun (in everystate) the state make the laws (state laws) to say what age citizen can have consealed weapons permits to carry them. and that link was just to reference SD state law on Consealed weapons permits, all states vary.
