You want to separate the two (WMD's and terrorists) but Dubya used them to scare people enough to think that action was not only necessary but a moral imperative. Hey but it's OK people waging multi billion dollar wars can make it up as they go right? Maybe he got confused. Maybe he thought the end would justify the means and that lying would be OK when everyone saw how well it all turned out. You can say "well he was half right and that's enough for me" but I'm not that easily placated.
