Just curious as to what this site is cause doing a netstat last night I realized that my computer is trying to connect to it almost all the time (btw kevin-p4 is me)

Looking in my kazaa-lite hosts file it has it set to loopback.
So I guess my two questions are:
#1 Is it spyware?
#2 what runs on port 3185-6
