That's just not true.
It is ignition timing and compression ratio that are the major factors in dictating octane requirements. Octane does not equal power it equals resistance to detonation.
Also there is no amount of bolt on mods you are going to do that makes the stock A/F tuning lean. With the exception of something that alters the MAF signal/function.
