Power was "on" to the selonoid pack with key off causing the pack to hum. I checked and found power "on" to the oxygen sensors, MAF sensor, and injectors again with the key off. Then I checked the electrical and vacuum manual and found the PCM completes the circuit to ground for all these functions. I pulled the PCM power relay and that killed the power to the selonoin pack, etc. I swaped the horn relay into the PCM slot and bingo.... all is well. Except I don't have a horn because the orignial PCM power relay was stuck on so the horn would not quit when I put the pcm relay in the horn slot.
