NO!
Because they are a "licensed" reseller they are required to sell the car with all federally mandated parts intact and working.
If it was a private seller or auction vehicle it is "as is" or buyer beware.
If they will not fixed the car 100% for free then I would get 100% of the purchase price refunded.
