What position is your climate control in? All positions except OFF, FLOOR, and VENT run the A/C. Cooling fan should be on whenever the AC is on.

I don't even have the a/c or heat on, my climate control is on off, and the temp guage is just a little below the normal, so it's not even hot. Both fans just come on the moment I start the car, and would only turn off after I turn the engine off.
