Do you have a heatshield on there?? If the intake is just sucking in hot air from the engine bay it WILL be slower. Cold air =  Hot air =  Which is why the stock setup isn't really that bad. Its at least getting cold air... Although if you set up an intake properly, it definitely has potential to be much better than stock.

My car actually stalled once, but only on the hottest day of the year and after running around for a while.
I ran my car with half the stock box on after that happened so that cold air would be directed directly at the conical filter. It's the best thing you can do until you do get a CAI.

You should lose no power at no rpm point what-so-ever.
A more efficient intake is a win/win situation. Less turbulence and straighter airflow is as well.
I could see it if you were added a longer pipe or one with bends (or both) like in a CAI kit. Then your throttle response and tip-in power would suffer. However not with a short ram pipe and especially not considering you are replacing the POS pleated accordian tube.

on a dyno, would you see gains from a metal intake instead of that accordian tube?

all i have done so far is replace my airbox with an open cone filter, although I still currently have the acordian POS between the MAF and throttle body, i have noticed a slight increase in how fast my RPM's climb now, so i dont believe that you should loose any down low torque more- more air in=more power
