Not true.
Optimum gas mileage is more then just a specific speed.
It is a answer derived differently for every vehicle based on final gearing, engine powerband, & coefficient of drag. The final "MPH" range can vary considerably depending on those factors.
For instance my SVT get's better gas mileage at 70-80mph then 55-65mph. It is a fact that has repeated itself countless times. Over 80 or under 65mph has always dropped gas mileage. Because of drag or dropping out of the optimum rpm range respectively.
The wife's Z24 gets it's best gas mileage right at 70-75 MPH. It always pulls in ~33mpg.
