Government is finally realizing that the easiest way to get more cars down the same street is allowing people to drive fast (as long as they're safe and follow the rules) and ticketing people that are hindering the capacity of the roadways and decreasing safety by slowing overall flow.

More cars down the same road faster == more capacity. If you could go 60 down the crowded freeway in the morning rather than 40, you could get 50% more cars down the same road. That's actually far greater than the increase you get from adding an entire lane to a 2-lane freeway, as giving people more lane choices actually hinders traffic flow to a large extent and doesn't increase it proportionally.

The goverment still gets their fine revenue and, with decreased traffic, people are more apt to move to the area and increase the tax revenue to.
