Whenever I leave the car in the ACC or On position without running the motor, there will be this strange buzzing sound coming from the front of the car after a few minutes. It's very loud, and it goes away once I start the motor or turn the ignition off and take the key out. The sound doesn't start right away, but it's certainly loud...

Try to be more specific about the source of the noise.
"Front of the car" leaves a lot of territory.
Open the hood, even, and look inside.

I can't think of a whole lot of devides that are even powered in ACC, but it sounds like it is coming around the engine fuse box.

Well, open the fusebox and see if it's a relay buzzing.

Look, I just want to know what is even powered when the car is in ACC so I know what to look for. The only thing that seems to work is the radio. It is very difficult to track this sound.
I would like to add that I have seen another Contour make this exact noise from the same area.

Ok, I have gotten the car to do it again. This time, I left it in "On" for about 5 minutes while I was cleaning out the interior. It would not buzz in ACC, but with it in "On" but motor off, the buzz was definitely back. I still cannot track the sound, but it looked like it was coming from under the Duratec dust cover over the IMRC. It was definitely coming from between the battery and the motor. Could it be fuel system related?

on my contour with it in the on or acc. positon and the car dooor open(you probably had the door open if you were cleaning out the car??)... it makes a ding, ding, ding, sound.... so it my be that you ding, ding, ding, is now making a buzzing noise...... a sounding device needs to be replaced if the noise bothers you......

No, because I was inside the car the entire time cleaning it out with the driver door closed. The car will only ding with the door open. I wish I could eliminate that feature also, but I like the ding when I leave the lights on. This strange sound is not coming from the chime system anyway. The noise is definitely outside of the cabin under the hood.
I guess you could say that the sound is somewhat like a fuel pump whirring, but it's much more annoying.
