those should work fine.
the mesh is cut so it slides snuggly over the factory bumper tabs. the factory insert just helps secure it.
you could use the binder clips alone, or buy a new insert and cut out the criss-cross and use it to secure the mesh.
as for painting options, as long as you clean all the oil off and prime and paint with a decent paint, you should be ok.
