Maybe that dimmer thing is on 98.5+, cause I don't think I have that either, and I know my old 96 Contour didn't have it.
I'd go with another post and say maybe the timer module is bad... To replace that isn't it just unplug all the connectors on it and get one from a Junkyard and plug it in or something?
