My old Tempo had a problem almost similar to that. It would have a spongy pedal, but catch and be hard every once in awhile. I think it prolly was a fluid problem, but I had the shoes replaced in the back, and the rotors and pads replaced up front, and it went away. I would try a fluid flush/bleed first.
