The fender boot is not very restrictive "especially" when looking at the tiny inlet hole of the stock SVT airbox!
That's the proverbial "running a marathon breathing through a straw"
Yes; the SVT boot has been taken out by people for various reasons. A particularly good one is adding a cold air draw hose from the front air dam.
However do not attach this hose to the end of the stock airbox. That's just making it a "longer straw" and can also manifest stalling problems.
