The bolts are not working loose. The gasket over time develops a compression set and the clamping force is reduced. (google compression set if you want) This is due to aging, temperature, chemicals like oil, etc. Threadlocking the bolts will not help. BTW, the gasket material was revised a year or so ago. Should be better. But, I do agree that having to take head off to replace the separator is dumb.
