In most manufacturing firms dealing in relatively small quantities of serialized, complex units (like SVT's!).... an earlier number with a later ship date means they had a "problem" that required time to correct.

Engine wasn't meeting specs., or something along those lines, so it got "held back" until corrected.

One possible explanation. Mine was built in Jan 00, and is indeed close to others in that time frame numerically. 1764.
