This is a variation on the old idea of sleeve valve (circa early 1900) ,one of the best was called the 'Aspin' engine,a Brit had cone shaped revolving combustion chambers with port cut outs, the revolved and aligned with intake & exhaust ports in the head,the cone was spun by bevel gears off the crank, worked well and revved up to 10,000rpm, but the matrials at that time didnt hold up...like I said no real 'new' ideas just variations.....
