Well, the Osram Silverstars are another story, but you have to get those from an overseas source ($$$). They slightly edged out the VisionPlus in an independent test. (See Plus30 Test and Plus 50 Test. )
Do not confuse Osram Silverstars with the Sylvania version sold here in North America. The US Silverstars are very "bright" but also have a blue filter to make them appear more "white." Critical to the fashion concious, but useless or even detrimental in terms of lighting performance, esp. in bad weather. Blue light scatters, causing glare. (Ever wonder why the sky is blue?)
Don't rely on the "deer in the headlights" test, either. Whiter lights appear brighter when you stare into them, but that's again because of glare.
The test that matters is light on the road at a set distance out front of you. In that test, clear bulbs win.
